Is this normal in Russia
> In Primorsky Krai, queues stretch for kilometers. In Zabaikalsky, fuel’s only sold by coupons. Even Crimea’s running low.
I was informed by pro-Russians that this only happened in one single village in Siberia and it ended two days later but now there are and more videos of huge waiting lines and stations not selling regular gas. How did it come to this?

I will add that one day after Kennedy's article was published, Bloomberg published an article with data that showed that Russian refined product export volumes in early August were at a record high since the start of the war

Yes, they have been restricting exports of petrol, starting back in 2023. That was to avoid the dampen the effect of currency fluctuations of the ruble causing prices at the pump to swing wildly, which would have caused popular discontent. But petrol is just one of many types of refined product.

Fuel is an internationally traded commodity. The collapse of the collapse of the ruble obviously caused prices denominated in rubles to soar. The Russian government tried to slow and dampen that effect somewhat with export restrictions, but it is obviously not realistic to keep people completely insulated forever.

I have posted the volume data. Here is data for naphtha, which is another type of refined product. It went down a bit at the start of the war, but not due to the drone strikes, those only began in 2023.

As far as I understand it, all these products come from the same distillation column, so obviously those are still operational.

Note that the total sum of fuel shipped is at a record high for the war. Fuel oil is up in August because fuel oil is up, not because other products are significantly down, at least not any exported product.

Because the attacks on Russian refineries began in 2023 in earnest

Exports declined in 2022 and then have held steady. The probable explanation for this is that demand for naphtha decreased because European petrochemical plants would no longer buy Russian naphtha. As mentioned before, the total export volume of all types of refined products is at a record high since the war began. If Ukrainian drone attacks caused meaningful and lasting damage, you would expect to see a continuous decline in export volumes

Correction: I misread the article. Total refined product export volume was not at a record high in August, only fuel oil was. The total refined product volume was the highest since February
