Governor George Ryan of Illinois did this, he even made a deal with the trucking companies and they had illegals driving that didn't have CDLs. I'm from Madison Wisconsin, a group of children we're headed into the Chicago suburbs to sell magazines and we're all killed by one of these truck drivers. George ended up having to do prison time and we were so mates together at FPC terre haute in Indiana for about a year and a half. He was a cunt. But he lived like Goodfellas.
