The intent of the fraud process is to hide the job listings so they cannot be applied to by Americans, thus making it look on paper like there WERE no applicants ("qualified" is irrelevant, that has to be adjudicated on a per-applicant basis) and thus they can say that since no one applied, the job cannot be filled with Americans, thus it must be outsourced.

This is literally like if a company was charging you money for a service, but never sent you an invoice or bill. (i don't have a degree in computer science; the stuff i am showing them in these stories is very basic, but they seem to have learned literally nothing substantial about computers or programming in their "universities").

i get the impression that they in some sense *accept* or *embrace* superiority over other nations, while simultaneously *knowing* that there are many, many people in the world whose intellectual abilities vastly exceed theirs. it's clear that they know that there's "someone" out there solving the hard problems, that it's not them, and that their role is to slavishly copy and paste from those knowledge-priests. but the shit that comes out of their mouths is so fucking bizarre that i really can't say i know what they're thinking.

Companies don't need to list , or inform anybody that a H1B position is open.
