Maybe these are the actual perpetrators, but wasn't the device allegedly down there for some time before it was activated? So most likely an advanced device was built that could sustain high underwater pressure it was given to these guys, who must be trained divers, and they were told where to go and plant it. Trump threatened sanctions against the company laying the pipe and Germany. The company stopped laying the pipe, but a year later a Russian company took over. When Biden got in he refused to put sanctions on Germany like Trump had threatened and the pipeline was completed. Within a year Russia invaded Ukraine.
