They probably just pulled a Ukrainian along as leverage, since Zelensky now isnt playing by their rules they use this to throw shade on them or they found a poor schmuck to blame it on.

Maybe they will say that private people did it. If it was the government in the Ukraine, it would also be the puppeteer USA. The CIA controls the secret services in the Ukraine and the US embassy controls the government. If two governments committed a crime then both of them are guilty.
