On the other hand you have Arabs, Persians, Russians, Indians as well as more recently humbled and weakened states like France and Britain. Arabs used to dominate the Mediterranean, had the most advanced science and laws. Then they got mongol'd and stagnated, eventually getting replaced by the Turks.
