I think it was later than that. Even most 90s rappers didn't sag their pants. 2pac was like the only major one. Then came Eminem who did it and was probably the driving force to popularize it. You never seen Nas, Wu-tang, Jay-Z, etc sagging their pants like this.

Note I'm qualifying sagging as your entire ass hanging out, because it's normal for your pants to show your underwear a bit if they don't fit you exactly. Which is probably when it started becoming popular because wearing large baggy clothes was popular in the late-90s to late-2000s.
