Regarding the housing, you can pass it down to your children but they structure the housing specially because it's 'Public Housing' and they're trying to avoid individuals corning the market and buying up more than one 'public' apartment and selling at a profit driving up the cost of all the apartments and making it unaffordable. Apartments do go up in value but it's not like the situation in Australia/USA/Canada where a 50,000 home can be 'worth' more than 1,000,000 in 2 generations.
