What would happen is every important leader will get a panicked phone call from their wife saying their kid is in a horrific car accident. With urgency established the leaders will then hop in their cars making panicked phone calls trying to find out what happened. From there while distracted all the lines will be jammed up with confusing requests, overloaded servers and panic.
