I think nationalism should move on from state attaining as the only potential solution for self-determination because nation states run the risk of being subverted and in doing so citizenship starts being treated the same as ethnicity. This dilutes the ethnic identity of the major ethnic group. So a sort of divorce similar to the divorce between state and church would be in place. States should obviously care about the ethnic groups native to their territory and their interests should be pursued and reprsented by nationalist parties and other movements. However, separatism may be the only solution if there is no path to coexistence with the state.

Ethnonationalism is the only legitimate basis for states, so there ought to be at least as many states as there are ethnic groups.

Then in addition, there is nothing wrong with subdividing further if it would serve the people in getting more responsive and compassionate governance.
