It's rule by an elite group who are relatively few in number relative to the size of the population they govern, and who are not democratically elected to their position. New oligarchs are selected and/or confirmed by current oligarchs. Oligarchs are not necessarily equals in influence or power, and there might be one particular oligarch who is so powerful he is the nominal head of state, but in realpolitik he cannot rule the country without the support of other oligarchs.
In an oligarchy the vast majority of people have no political rights or powers. They can't elect their leaders, they can't vote on laws, they have basically no say in how the country is governed.
Usually oligarchy is a kind of rule by the richest, since wealth allows a person to buy influence, military power, and economic control which would naturally convey upon them the powers of an oligarch with or without the blessing of an existing oligarchic council.
