This labor arrangement isn't going to be permanent, it's more to prevent price shocks from the new economy. Restricted reproduction for illegals will help to keep numbers low. Maybe the 'good' ones can be selectively bred for certain jobs like we did with Negros. Sending them back just lets them fester and grow in their homelands, ready for revenge.
