Addicts never died at these rates and when you strip heroin from the streets in a matter of 2 weeks and introduce a 10x cheaper drug that is so much stronger you don’t even need to inject it, but smoke it, people are going to die. It’s also a drug you can’t just quit as easily. The 600k dead is actual death, there is injured still out there probably around 1.5 million that need amputations or medical help for life.
