It would make sense if they did this at first to appeal to western audiences, but when it’s virtually every anime, it seems demonstrative of something about their psyche. I remember watching From Up on Poppy Hill and grave of fire flies from studio Ghibli, which are set in Japan and the characters still look white. Akira was supposed to be Japan in the future and the characters still look white.

Because only being able to draw characters with black hair and eyes unless they are foreigners severely limits your creative freedom, they just want to draw whatever they think is pretty. Although, they do draw other asian characters like their real life counterparts so maybe there's some hypocrisy in there. There's no reason for Japanese characters to be able to have any hair and eye color while chinese ones are just black haired.

I have blue eyes but I don’t see a blue eyed anime character and think “wow… he’s literally me!” And I know for a fact that isn’t how Japanese designers think. If there’s inspiration they will be clear. Examples: Char in Gundam was based off older Hollywood actors. Arcueid in Tsukihime is based off some western model the designer saw when she was in Japan. But there’s plenty of characters with Japanese names that are blonde, no reason other than they wanted that design
