In -99 in my city none of the kids used internet we had computers but they were offline. Modems were slow and mostly used by parents for work stuff or check mail, it was too expensive (charged hourly) to be used to just for fun.
In -00 the first provider to offer a monthly broadband service popped up and literally within the one year suddenly half of the kids at school got internet now and by -01 everyone had it.
And a decade from there on it was good going as internet was mostly White and smarter than average people.
It was the advent of social media and smartphones when suddenly the browns and the normies and the 3rd world all got into internet and everything went to shit
