The Industrial Revolution broke up traditional communities and scattered them all over the country to the areas that specialized in their trade industries; whereas before that a town would have locally based mixed industry.

That's what industrialization does everywhere too.

Inbreeding is something that only happens in isolated rural communities with no transport links, and was as such, far more common before the industrial age.
