If regulations and taxes were low, then it would be a lot easier for competitors to open up shop which would help keep prices from getting out of control.

More locals would be able to get a bigger piece of the tourism pie and that would be reflected in higher salaries as well.

Anyone smart enough to invest early enough would get their foot hold, and surrounding areas would also benefit as the gentrification spreads.
