However with covid, a person typically doesn't even start feeling any symptoms until 5-14 days after exposure (if they even have any symptoms, about 85% of covid infections were completely asymptomatic). By the time someone starts sniffling and coofing from covid, they have already been potentially exposing other people for a week or two without even realizing it.

You are correct on this. Their position was that they were morally forced into this situation, because they had to protect the supply of masks for healthcare workers. Thus, the lie was justified. Medical ethics experts can debate that, I suppose.

The great lesson here is that countries should've stored and maintained a large supply of N95 masks and elastomeric masks: billions of them. That would've prevented a lot of their so-called "necessary" lies, and would have greatly protected their citizens. I don't know if ANY country had preemptively done this measure, and I don't know if any do so today.

N95s do have a shelf life (less so for elastomerics), which is largely due to their electrostatic charging. Once that charge diminishes, they still have other means of protection. But they would probably need to be replenished every five years or so. Every person even slightly into prepping should keep and maintain a store of N95s and/or elastomerics.
