If billion dollar corporations are going to receive billions from tax payers in the form of subsidies (2022 CHIPS Act), then the government will own 10% of the company to get that tax payer money back and some to pay off the debt. Investment in both parties.

Democrats platform:
Give corporations billions of tax dollars (2022 CHIPS Act) with nothing in return leaving tax payers to deal with the burden.

the DoD has been tightly coupled with Intel since the early 00s. the FED isn't going to allow Intel to fracture and be broken apart and loose access to all the custom silicon they co-design, buy millions of units of, and stick in FED and partner DCs across the US.
