It's just their slave culture that covers the vast majority of their population. They're taught their lifes don't matter, that it's perfectly ok and acceptable for for their masters to send them to their certain death. Somehow this is also combined with imperialistic mindset where they see other countries (especially in Eastern Europe) as lower than them and that they should be ruled by Russia (meaning the dear leader, of course).
We can simply call them "subhumans" because this is what they are.
