I don't know, it's probably different per region/culture, but I do know that ALL governments are best when they are limited in how much control they are able to exert over the average person.

I want a king who's elected via merit and can be held accountable by the masses
he ain't allowed to leave the nation ever and always kept close to the people for easy access
