you take the live before the meter into a connector box then connect the live out into the other side of the box, same with the neutral. of course after you turn everything off

I' in NW England on the coast, fuckin freezin 10 months of the year, our electric bill is about £34 per month. Maybe $45 US about? No AC, i medium sized deep freeze, i small fridge, in August it is daylight 18 hours per day. About 1300 sq foot.

Man, in the 2010s I lived down in Texas in a small house and paid $600 a month for electric and 150 for water.
It was north Texas. About 60 miles from Dallas. That's the most expensive utility costs I've ever heard of.
I moved to Colorado Springs and live in a 2 story house now, and I pay around 200 for gas, water, and electric, combined.
