Before the Pandemic, these office workers were usually never wearing masks at their desks. The doctors wouldn't always be wearing them over their mouths 100% if the time and, but they would always have one on hand so they could wear one and not be breathing into your mouth after they tell you to "Open up and say 'ahhh'". Meanwhile, back then I would rarely ever see my dentist without his mask on. If he was on the job, his mask was almost always covering his mouth. The Pandemic only changed things for his office workers, in this sense. Take what I said before about the doctor putting his mask up after asking the patient to "Open up...", and now think about how your mouth is nearly always open once your dentist appoint starts. You don't want them breathing directly into your mouth as they're working on you, so they wear a mask to protect you from what they're breathing out.
Circling back to medical doctors for a moment: You know how those little blue masks are often called "surgical masks"? Doctors wear them during surgery so they're not breathing directly into you after they slice you open with a scalpel. I don't know why people haven't figured this out yet, but you wearing a mask is primarily about trying to prevent you from spreading around whatever germs/viruses/etc you might be carrying. It's not 100% perfectly effective at preventing you from spreading anything, but it helps a lot at reducing it.
See also: Japanese wokoholics who insist on going to the office when they're clearly sick and should stay at home instead. They wear a surgical mask at work when their sick in order to reduce the chances of getting their coworkers sick.
