Restoring U.S. metal production cannot be accomplished in a short period of time with a single executive order.

If you want to rebuild industries tariffs need to be gradual and staggered. For example

>Year 6 metals are 20%
>Year 10 processes metals are tariffed at 50% and unprocessed metals (eg. Raw iron) our country can make enough of to support our domestic industry are tariffed at 10%

Ideally this would take almost 20 years to bring to full fruition and would be further aided through direct investments in expansion of existing infrastructure, not through tax breaks but by directly funding if not constructing the infrastructure. Of course Trump can't maintain economic policy for two weeks let alone two decades

Tariffs are necessary but do next to nothing if your domestic production can’t get off the ground fast enough. A steel mill isn't built in a day and an entire mill's worth of workers isn't trained in a day. Instead of saying "well I guess it's too exoensive to manufacture in America because steel is 50% more expensive, better move the factory to Korea" they say "lets take advantage of this price advantage and begin looking for American suppliers of our raw materials before the tariffs on base materials kick in."

That's the least intrusive way of forcing business to do so.
The US can't just say ok we're gonna start massive subsidy programme because they don't have party comissars in bigger companies who make sure books aren't being cooked to just rip the state off on the subsidies while doing nothing, so they have to make imports so expensive there's no other way than to build manufacturing on-site.

The dumb part is that Trump is trying project how this will make everyone richer, but the reality is that it'll be bad for a decade or so(and no, seeing as Biden upheld reneged NAFTA, tariffs and didn't revive TTIP there will be no change of policy after Trump is gone) and then it'll probably never recover to being as good as it was in like 2006 or something.
