If you want to rebuild industries tariffs need to be gradual and staggered. For example

Cars are a bad example. We have dozens of auto assembly plants in America, making foreign models of cars, because we tariff cars imported from those countries and the tariffs are effective. However, about half of the parts are made overseas (almost exclusively mainland Asia) and this can be done while avoiding tariffs.
