The capital markets as a whole would remain the same because all revenue generated from this tax would be used to pay down the debt, reinserting the money back into the capital markets

There is no such thing as "free" anything especially healthcare. Expanding healthcare access is function of supply which a function of gets more limited every time expand an entitlement program. Prior to "public health" even poor people had access to Country MDs who made house calls and now the house call is luxury of the super rich. So much for "progress" and the "social safety net."
