If you only consider ethnic Russians vs ethnic French, then yes, there are ~85 million ethnic Russians versus ~50 million ethnic French, however, not all ethnic Russians are native Russian speakers.

Maybe it's true for some shitty places (like Irkutsk? idk, never been there, don't intend to), but in Central Russia, especially in Moscow, most people <50 speak English pretty well, almost at the same level as Russian. Also, many Russians don't speak Russian fluently either, and like I said, English is easier to master.

I'm a realist. Almost 70% of my time I use English with my peers and even with my gf, and she's not even a native Muscovite, she's from Nizhny Novgorod. All scientific articles, all memes, all manuals, all new books, all new movies - almost everything is in English now. When we have a child, we will teach them English first, because what is there to show and read to them? Nu Pogodi? Neznayka? Come on. Almost everything is written in English now, whether you like it or not, it's just a fact.
