You don't seem to understand what makes languages survive in our day and age.
It's not about the will of some government, because we have these shitty affirmative actions available as options for minorities to let their children be educated in their languages. The problem is, they themselves don't want to be educated in a language that nobody speaks. And I don't mean some idea of oppression, I mean natural desire to speak language of majority, to belong to a greater (in numbers) community. That's why everybody wants to be able to speak English nowadays.
The problem of minor language groups, is there is not enough of these people that want to remember and spread their own language. The reason for that is simple: smaller community means they produce smaller number of works in said languages, a lesser cultural output. To substitute their lack of access to some work, a person either has to put in work to translate it to their own language, or simply learn another language that more people speak, that has access to the information the person seeks. Belarus has a population of 10 million, they don't stand a chance. I speak from the position of majority in this region, sure, but I don't feel smug about what's happening whatsoever. This affects us all the same in regards with English.

This already happened in the past. Lithuanian and Czech were brought back from near-extinction exactly because of this kind of policies. And when in second half of 19th century Russia forbade higher education in Polish, Poles themselves created a translated nomenclature for almost all 19th century science. Not exactly true. Russian empire did. Early Soviets had the policy of "Korenizatsia" which is roughly "enrootification". They created writing systems for many of the languages that never had it, appointed natives to the ruling positions, etc. Later Stalin made some pushback, moved peoples around to uproot their nationalism. Nevertheless the native language studies remained in most schools, but everyone had also to learn Russian.

In all three of the republics, the authority aimed, above all, to "eliminate illiteracy," which naturally led to encouragement of the use of the official language and the perception that all the dialectic deviations are a sign of illiteracy and of deeply rural behavior

Even later, people started flocking to cities en masse. Cities eliminate any sort of dialects within a generation. Our rural areas are desolate nowadays, it's the complete opposite of the NA situation where suburbs are considered cool. Post-Soviet economy led to centralized subsidies being defunded, not just hamlets and villages, the entire cities lose their youth, because everybody migrates to biggest cities around

And these weaker states all have to compete against each other, and feel threatened by each other(especially when resources are involved).

If you look at the Middle-East, the goal of the Europeans was to use "nationalism" to break up the Ottoman Empire. The British promised the Arabs an independent Arab state if they rebelled against the Ottomans during WWI(Hussein-McMahon Correspondence). Maybe it was true 100+ years ago, before all the revolutions, waves of emigration, and purges, but it is definitely not true now. Have any new prominent books been written in the last century? No, all the Russian books they taught us in school were still Pushkin, Dostoevsky, Tolstoy, and Chekhov. Literally nothing new has been written in Russian since then. And even then, the first time I read Crime and Punishment, it was an English translation. As for science,yes, the Soviet Union produced lots of textbooks and technical manuals, but 90% of them are outdated by now, so if you're an engineer looking for new info, you have to search in English, not Russian. I remember when I was a freshman, our linear algebra tutor told us on the very first day that if we were to use Wikipedia, we should use the English version only and look for references and sources there, not blindly copy & paste. The Internet? It's not the 2000s or early 2010s, does anyone even use VK anymore? What else is there on the internet in Russian, maybe Yandex? Lmao. As for movies, well, that's the most obvious of this, I don't know if anyone aside from old people still watches Russian movies and TV. The only person I knew who rewatched Soviet classics from time to time was my late grandma, my parents (both in their 60s now) mostly watch American or British movies, and my mom also watches some French and Italian comedies and romantic dramas.
