In the US you need a specific type of permit to defend someone else or someone else's property with lethal force. Law enforcement has their own version of it, civilian security has Act 238.

Anyway, the rules of engagement for that are pretty strict. This guy might have believed using his gun would have been unjustified escalation of force, or he might not have had that permit at all - technically depending on the state and company policy he might just be open carrying for personal self defense and that gun might not be part of his issued equipment at all - which would VERY much influence whether or not he's allowed to use it in that situation.
