I don't think any country related to the International Criminal Court would be an option, Russia could want to avoid Turkey, Morocco and Israel, USA shouldn't want China or Belarus, Hungary could be an option but you have to fly over Poland, Ukraine or Romania, it will be most likely Kazakhstan or some country from that region.
