Rome Peace Summit
Following the Trump–Putin meeting in Alaska (Aug 15, 2025) and the Washington talks (Aug 24, 2025), Rome is considered a plausible venue for the next stage of negotiations aimed at achieving peace in Ukraine. The European role is limited to Italian Prime Minister Giorgia Meloni, as Moscow refuses to engage with other EU leaders it considers “warmongers”
>Framework
Palazzo del Quirinale would host official meetings, La Nuvola for journalists. Putin at Villa Madama, Trump at the U.S. Embassy (Palazzo Margherita), Zelensky and Meloni in secure government facilities. The objective is to build on prior discussions to define a framework for peace, including humanitarian measures and follow-up mechanisms
>Air Corridors
NATO is excluded. Italy coordinated by U.S. and Russia to manage security and airspace. Special corridors for VIP flights escorted by Italian Eurofighter Typhoons, hand-offs coordinated with U.S. and Russian commands. Italy has over 90 Typhoons and 4 KC-767A tankers
>Context
Putin’s initial skepticism toward Meloni was eased by the recent arrest of a suspect linked to the Nord Stream attack, seen as a sign of Italy’s impartiality. Trump supports Rome as a venue; Zelensky’s presence is essential but carefully controlled
>Ground
Motorcades follow established Italian VIP protocols using available government and security vehicles. Italy has extensive experience ensuring heads of state safety through tested logistics and coordination
>Diplomatic
Rome offers a neutral European venue, with Meloni as the sole EU representative. By excluding NATO while leveraging U.S.–Russia support, Italy provides a politically acceptable environment for direct peace negotiations
>Temporary ICC suspension is a key condition enabling participation
