Technocracy Inc is basically defunct. A handful of geriatrics and a couple of their relatives or people they knew who they got into the idea.

He's referencing the Technocracy movement of north america from the early 20th century.
They were the response of north america to the challenges of the industrial age, much like how fascism and communism emerged to answer those challenges in europe.

They envisioned a world divided into "technates" essentially an entirely self sufficient economic and administrative bloc that would be able to supply and manage itself entirely.
