The government of India wants to destroy all middle class Indians through absurdly high taxes
This leaves only the politicians and very rich 1% (who don't pay taxes and practice massive corruption) or the majority poor people of India (who live without paying much in taxes and get all sorts of government benefits)
So in the Indian system unless you are a low IQ poor person or an extremely corrupt politically connected entrepreneur, life is slavery to the government and endless regulations. There is no incentive for middle class scientists or medium level business owners or government servants anymore to do good work since only politicians (not civil servants anymore) are grabbing all the rewards) and all our taxes are distributed to the lazy semi literate dysgenic peasants and proletariat
