For wrestling, the ref is actually pretty important
He's more or less the on-set director for the match, where he can pass along tells, communicate with the wrestlers (like how much time is left), and help keep the wrestlers moving along their script. Them stopping a match if there's an actual injury is obviously another big job for them, since the other wrestlers are putting on a show and might not notice if something is wrong.
TLDR: I agree, the ref 100% should've have jumped in first, he would've been well aware this was way WAYYYY fucking off script and it's part of his job to do it.
