his statement actually dirrectly applies to france. While US never could build decent plants and Westinghouse is multiple times bankrupt and a meme, in France, Areva is in similar situation. Let alone multiple times bankrupt and bailed by goverment, the experts and scienties retired from old age and theres even lack of people to support and modernize still running French reactors, let alone build new (france is contracted to, but turns it into eternal money stealing affair).

The only ones fully able to build MODERN reactors and plants atm is ROSATOM. SK, China and few others are on a path to develop own, but either in testing, or not at industrial scale yet to build many and powerful.

France shut down 12 reactors it coudnt modernize and prospects now are still grim. So the real issue is, even if countries now decide they need nucklear energy asap - there indeed is nowhere to fill that demand, since existing capabilties are already filled until 2035 or so.
