Banning male circumcision with the same penalties as female genital mutilation. A baby boy who is not circumcised is NOT a Jew and must be "cut off from his people" according to Jewish law. If you bn circumcision they cannot create any more jews without risking big time prison. That's all it takes. Banning kosher slaughter on animal rights/humanitarian grounds also helps.
