Yes. Unironically.

It started with the boomers. They all moved out to the suburbs. Like every American demographic, they drink alcohol, it's part of the culture and at the center of almost all social activity for young adults. But for them DUIs were no biggie. They were like speeding tickets.
By the time they ramped up the penalties to being life ruinous and shifted the culture so everyone views it as abhorrent behavior, they had already passed their heavy drinking stages. They left millennials to be the ones stuck in the burbs, having few places to live that aren't car-dependent, while also having severe punishments for DUIs.
This is at the root of why there's so much demand for walkable cities. If young people were able to get intoxicated and drive where ever they way boomers did, nobody would mind living in the suburbs. They'd probably even want to.

So yeah, DUIs are a phenomenon with white Americans living in suburbia.
Black people don't have this problem as much because they typically live in the ghetto or don't have cars at the same rates.
