I think forced rehabilitation camps is the way to go, take their phones, source their dealers, if their dealers dont give up their suppliers> Death penalty to Life imprisonment, otherwise just a few years, the contrast of sentencing will make snuffing out supply chains easy.

Work on the chain that way, repeat offenders of drug use should be sent to specially designed islands with strict import controls, where they can do something productive as they recover.

the drug crisis is intentional, I don't know why, but its all easily solvable Duterte went a long way to solving it in the philipines.
