I think there is a clash of traits here, on the one side Chinese are very legalistic and follow the traffic laws no matter how nonsensical they are in that scenario, which reduces the risk of traffic accidents.
Then there is the weird trait of being apathetic and the disregard for the individual which causes them to plow over people when confronted with an unforeseen scenario, which means, in highly regulated traffic like in the West or in cities they have a below average traffic accident rate, but if they get in a scenario where there are less rules, they get above average, is my speculation.
