No, the ORE is cheap. But the process of refining that ore into pure billet titanium involves 112 different steps. There's a lot of energy and chemicals consumed in that process.
If all you want is pure titanium powder, that's relatively cheap because it comes out at the middle of the process. So 3D-printed SLS titanium parts are fairly affordable. As are ones made using Cold Isostatic Pressing and post-sintering.
It's also not a geographically common ore and there aren't as many places you can mine it from when compared to aluminum.
