It's an investment in a private company similar to how we treat any other defense contractor. The only difference now is that we might see return on investment and a 10% stake gives a vote in the direction of the company.

Realistically it's a needed step to produce chips domestically again. We were screwed during the shortage a few years ago, and it revealed a major vulnerability.
