It has been. When Russia was in those areas in the upper right it was because they were staging an attack on Kiev. Then because of the fake peace deal trick, they withdrew. It was required for... negotiations but in reality it was used as a trick to arm up Ukraine as fast as possible and set them up for a protracted conflict once the Russians withdrew their columns and such. Which they did.
