I wouldn't say that this is an exclusive feature of leadership. PR is everything. This is how everyone has always done it here (at least since 2014). Khazar legacy it is.

This attracts recruits, that's why they do it. After all, who would want to serve in the AFU conscript army - no one? But a volunteer battalion with a edgy emblem and a clip where they appear as heroes of an action movie or CoD - zoomers/alphers would buy it.
