Research and development are one thing. Assuming development went into full swing in 2020, they still need to pay for all of their employees, their contractors, their lawyers, etc. They need to pay licensing fees and get contracts established to use mainstream niggerbops in the game. They've been looking at maximizing the impact and future potential of the game (i.e asking ecelebs for advice about online mode). All of this costs a lot of money, and it doesn't take long to reach that figure.

It makes sense. To build a tower, you pay people to put stuff on top of other stuff. Some people to do the math so the stuff doesn't fall. But ultimately it's a bunch of people being paid to put stuff over some other stuff. Every day they put something more on top, and it keeps growing until it's done.

Only 2 billion? What is included in that 2 billion? Just the salary for the around 6,000 employees working on GTA VI over the 5 plus years of full production would be over 2 billion. And that is setting all of their salaries at 65k. Plus you have to pay to keep all of the lights and utilities on, software licenses, and so on. No fucking way it was just 2 billion.
