I believe Israel was behind it.
The reason I believe that is twofold:
one, there was evidence that the power at Israel's Dimona reactor was started using shit the Israelis had stolen from the US, and it was about to create a huge international crisis, so they (US and Israel) wanted the whole thing covered up, and;
two, Kennedy was about to force AIPAC to register as a foreign lobbyist group.
