Israel, after the USS Liberty incident, went across the border to Syria, which had one, and took it. Then they traded it to the US, in the Johnson administration, so the US could find a way to counteract it. This has been the balance since the 50s or 60s but especially in the decades following until now. It became obvious to the USSR that, having insufficient resources and economic power to contest America in the air, it would instead focus on high-volume, low-value asymmetric countermeasures: a cheap and widespread missile defense network. It made the same gambit with antiship weapons since it barely even has any winter ports and no real ability to field a navy. It's why China's current posture is so anomalous -- it believes itself, rightly or wrongly, to be an economic power on the level of the US. Instead of focusing on countermeasures, it's trying to build a navy and air force directly commensurate with those of the US. It may be succeeding in doing do; it may not. No one really knows because China is a black box and does its best to only allow out any information that's first filtered through the state.
