Without de minimis there will be tariffs on all goods. The US doesn't have the postal infrastructure to levy the tariff on the US receiver, so it demands that all packages are sent with the duties paid already before sending, but no foreign postal service has the ability to enforce this. And packages without the prepaid tariffs will just be sent back. It's total chaos.

Well, Japan Post handled the Japan part and USPS handled the US part.

All national postal services work together under the auspices of the Universal Postal Union.

Trump is putting an end to the De Minimis trade policy, which allowed goods under $800 to enter the US tariff free. It's been abused to out price American made products.
Policy is set to end by the august 29. So countries are stopping packages to prepare TARRIFFS.
