The gol has always belonged to the treasury, but they were and still are listed in the FEDs balance sheet as backing for the dollar at $42.22/oz. The FED as a central bank can never be in default as by definition they can just create more liabilities to cover losses in theory, and the interest rate never went negative, real rates went negative in 21/22 due to low rates and high CPI.
