Historically, most dictators needed a loyal bureaucratic system to maintain their rule (like Kim Jong-un), or at most, like Stalin, controlled one part of the government to attack another.

But Mao could kick the bureaucracy aside and incite the masses to overthrow a government that didn’t obey him.
