I live locally and know a bit of context about this story if you want to hear it.

The day prior to the video, the man filming and his sister had some kind of altercation with these two girls and the man's sister allegedly punched one of the little girls, or swung her by the hair (it not entirely clear). They then ran into each other again the following day and the incident you've seen on the video transpired.

The two young girls are known in the area, both are in care and often in trouble.
