I live in a city that has had lower and lower crime over the past 20 years and what happens is the expectations move. First it's murders and really violent stuff, and then when that gets cleaned up, fancier people move in, and then the less violent and non-violent stuff is high priority, no matter what people want police. In my neighborhood now we've had two armed robberies where people were followed home from nightclubs, a stolen car (keys in it), and two attempted burglaries (drunk kids). People are up in arms.
