Afai understand, from our own favelas, is that eh illusion of a nation state is nothing more than a mere illusion. There is a free market of competing governments. One top level pretends he's legitimate and that all others are illegitimate. The local rulers defend their people from abuses of the top crown and from the ones the corwn intentionally lets loose (like migrants), so the people love them. The crown can't take them down because the boots on the ground are actually locals, so it acts like gypsies shieldsing gypsies. The illusion that there is one gov ruling over us is just an illusion. Otoh, the local illegal govs have to be financed by either demanding money from locals directly (racketeering) or engaging in criminalized trades (drug dealing), both of which hurt their local support.
I honestly think the solution is corporatism (father rules over family, council of fathers self govern their local guilds, local princes rule over local guilds, and kings ruling over princes, all hierarchically contained and with each level attempting to negotiate with others instead of some top down imposing of their rule. And you should be loyal to fight and die for the only lowest closest levels.
