If I told you that 53% of all police time, and 33% of all accident and emergency time was spent dealing with issues related to heroin, you'd likely call bullshit, and ask me why you had never heard of any statistic like that.
You would likely say to me that if that were true it would be a national scandal and would absolutely not be acceptable for such a huge amount of time and resources to be wasted on dealing with a single drug and that the government make it a priority to reduce that figure.
But if I then mentioned that sorry, it was actually alcohol that those figures refer to, how seriously would you take the problem?

Also by the time your alcoholism is so severe you need medical intervention, you're dead in two years. Nobody's giving you a liver transplant unless you can afford one yourself. They put themselves right into hospice, and up until that point they maintain a job to afford to drink.
They're dead within a couple years of stopping work. They probably put less burden on the system than the average retiree.

Well, we tried banning it, before drugs, and out that it simply did not work and funded criminal empires.
It worked so well, the politicians made it legal again to placate the public, while various overlords pivoted to drug smuggling and made greater fortunes than liquor mobsters like Al Capone ever dreamed of.
